WORKING TO IMPROVE ANIMAL LIVES AND WELFARE
THROUGH LEGISLATIVE REFORM IN CANADA
WHY
With constant suffering of animals; from hoarding situations, puppy mills, mink farms, the horse meat trade and other plights; the current state of animal welfare and advocacy in Canada is not working as it should. Their lives need to matter and the conditions need to change.
AWLR was created to work within Canada to affect change in animal welfare.
To provide a voice for those who have none.
To enable animal advocates the opportunity to collaborate in an effort to reach the same, common goal;
that is, legislative reform for the betterment of all animals whether domestic, agricultural, or commercial.
Change needs to happen.
A new approach is underway.

WHERE CANADA RANKS GLOBALLY ON ANIMAL WELFARE LEADERSHIP

Canada received the lowest marks for not having adequate legislation protecting wildlife in captivity, working animals, animals used in research, and pets.
An estimated 1.4 million wild animals are kept as exotic pets in Canada and their ownership and trade is governed by a patchwork of inadequate federal, provincial, and local laws.
Canada also ranks poorly for having no federal legislation to protect the welfare of animals on
farms. Farm animals are still often raised in
intensive systems, kept in barren, cramped
conditions with little room to move and some-
times subjected to painful procedures such as
having their teeth clipped, without pain relief.
Canada was also docked marks for not having a central authority responsible for developing an
animal welfare policy, and for not tracking or monitoring progress on animal welfare.
HOW
The ultimate goal of AWLR is to work in collaboration with all levels of Canadian government to
improve the welfare of all animals in Canada, whether domestic, agricultural, or commercial.
AWLR believes those who are best qualified to inform and drive these changes are the ones who are
working face to face with animal suffering every day. Therefore, we plan to encourage the alliance and participation of other animal advocacy groups, both large, well-known organizations, as well as smaller grassroots movements, to work together with AWLR to identify, examine, and remediate some of the
most concerning issues in animal welfare today.
AWLR will enable animal advocates to work together as one great effort, with one loud voice. We will scrutinize, assess, and influence the governance of animal welfare in Canada at the local, provincial, and federal levels, to affect the desperately needed change.

DIRECTION FORWARD
Primary goals of AWLR include:
• Working with Provincial Animal Welfare Services (PAWS) to improve response and enforcement with regard to animal cruelty and neglect
• Improving and regulating the licensing of breeders
• Introducing third party inspections for facilities such as dog breeding kennels
• Reviewing and reworking municipal bylaws to reflect current standards in animal welfare
• Other projects to come

As a nonprofit organization, AWLR relies solely on financial assistance from both private, and corporate donors, and sponsors
